What’s on the Nov. 5 Ballot: 5 Key Constitutional Amendments

Voters in Louisiana will be considering five proposed amendments to the state Constitution in this fall’s election, split between the Nov. 5 and Dec. 7 ballots. These proposals address topics including coastal restoration funding, legislative procedures for budget approval, judicial oversight, and tax sales. The Public Affairs Research Council of Louisiana (PAR) has published an analysis to aid voters, offering perspectives from both supporters and opponents without recommending specific voting actions.
Each amendment, originating from the recent legislative session, required a two-thirds majority in both the House and Senate to reach the ballot and will need a simple majority in the polls to pass. While constitutions typically outline a government’s fundamental principles, Louisiana’s Constitution has been frequently amended, often with provisions that might be more appropriate as statutory law. Since its adoption in 1974, voters have decided on 316 amendments, with this year’s additions bringing the total to 321, of which 216 have passed. As with previous years, two of the 2024 proposals aim to modify Article VII, covering state finances.
